Central R & D Institute

The Central R & D Institute is the main body of CEI to implement the scientific and technical projects and the core of CEI to carry out the technological research and development. On one hand, the Central R & D Institute is engaged in independent research, development and innovation in order to provide core technology supports for the sustainable development of CEI, on the other hand, the Central R & D Institute undertakes the government research projects, with the mission of providing the technical support to the industrial & social development and to the government decisions.

Under the Central R & D Institute there are 4 professional research institutes specialized in Green Technologies, Energy Saving Technologies, Intelligent Technologies and New Material Technologies. Based on the co-operation combining industrialization, academic study and research, making use of various social resources, taking advantage of international co-operation, the Central R & D Institute has been more and more improved and internationalized. The Central R & D Institute has developed a wide co-operation and communication with international and national universities, scientific research organizations and well-known enterprises via co-operated projects.

State Key Laboratory of Environmental Adaptability for Industrial Products (SKL)

In September of 2007, with the approval of the Ministry of Science and Technology of the People’s Republic of China (MOST), the State Key Laboratory of Environmental Adaptability for Industrial Products (SKL) is established, which is the first national level science and research organization in the relevant fields.

SKL is focusing on fundamental research, generic technical research, relevant testing equipment development, evaluation and solution in the field of environmental adaptability of materials, products and equipments involved in the main industries of the national economy such as automobiles, electrical and electronic equipments and building materials. SKL established an exposure testing network covering all typical natural atmospheric environments in China. At the same time, SKL is also a member of the exposure testing network for global typical natural atmospheric environment.

    According to the current key points of the scientific research and research basis of SKL, combining the requirement of the national industries development, SKL will first develop the technical services in fields of automobiles, household electrical appliances, building materials and petrochemicals.



Hainan Qionghai Natural Humidity Heat Environmental Exposure Testing Station

Hainan Qionghai Natural Humidity Heat Environmental Exposure Testing Station (hereafter “Qionghai Station”) is located in Qionghai City, the east of Hainan Province, 1 km away from Wanquan River and 20 km away from the beach, with the east longitude of 110°28′41″, the north latitude of 19°14′35″, the altitude of 10 meters, the occupied area of 53,360 m2 approximately, and the testing area of 20,000m2. The annual meteorological average data from 2000 to 2004 is as followings:
- the annual average temperature is 25.3℃,
- the annual average humidity is 86%,
- the annual rainfall is 1916.56mm,
- the annual sunshine hour is 2038.3 hours,
- the annual volume of 45°radiation is 5190.49MJ/m2,

which is in the region of typical wet tropical country clime.


Since 1983, Qionghai Station became a member of the State Environmental Corrosion Testing Network leaded by MOST and the National Natural Science Foundation of China, and was designated as the exposure site for wet tropical climate. In 2004, Qionghai Station became one of the national outdoor testing stations for environmental corrosion of materials. As one of the testing stations of the Atlas global testing networks, Qionghai Station got the authorization from Atlas Weathering Service Group, U.S.A. (AWSG) as the sole appointed service provider to conduct AWSG recognized weathering tests in China. In 2005, Qionghai Station became the public atmosphere exposure testing base designated by National Research Center of Testing Techniques for Building Materials (BMTC). As the third party body, Qionghai Station has provided atmosphere exposure test in humidity heat environment for international and national factories such as Shanghai GM, Shanghai Volkswagen, Dongfeng Nissan, Guangzhou Honda, Midea, Gree, Chunlan, Baosteel, Tianjin PPG, Shanghai Dupont and Shenzhen CSG.

Qionghai Station, equipped with a lot of advanced testing instruments such as the Sun Tracking IP/DP (Instrument Panel / Door Panel) Box which fills the bland in China, now can offer normal natural exposure test, natural accelerated exposure test, natural exposure test for materials, natural exposure test for vehicles and auto parts, natural exposure test for building materials, and so on.
After 50-years development, Qionghai Station becomes the natural environmental testing station with the strongest testing capabilities, the most advanced testing technologies and the most comprehensive testing items, and serves the most enterprises all over the world.

Wuhan Institute of Computer Peripherals (WICP)


Set up in 1978, Wuhan Institute of Computer Peripherals (WICP) is a scientific research institute directly affiliated to the former Ministry of Machinery Industry of China. In July of 1999, WICP changed the system to science-and-technology-oriented enterprise under the direction of China National Machinery Industry Corporation (SINOMACH). In 28th of March, 2005, WICP reformed with China Electric Apparatus Research Institute (CEI) and became the wholly-owned subsidiary of CEI according to the strategic deployment of SINOMACH. Thus WICP becomes an important base of CEI to develop and serve the regional market in the middle and western of China. At the same time, WICP is responsible for moving CEI’s industries to the middle and western of China, which plays an important role in the overall strategic deployment of CEI.

WICP is located in No.1, Yangxin Road, Hanyang District, Wuhan City, with the total area of 21,000 m2, the office area of 12,000m2 and the registration capital of 6,740,000 yuan RMB. There are 125 people working in WICP, and most of them are engaged in technical research and technical works. 67 of WICP people have college education or above, with 13 senior engineers and 22 engineers.

WICP is engaged in the business of testing apparatus and instruments, which is transferred in September of 2006 from the Guangzhou Vicnobl Electronic Technology (Vicnobl), one of the sub-companies of CEI, according to the strategic deployment of CEI. WICP took over all the development, production and sale of all the series of testing equipment of Vicnobl such as the safety and performance testing apparatus for electric and electronic products, performance and reliability testing equipment for electric accessories, complete-set testing equipment for household electrical appliances, power supply loading control equipment, complete-set testing equipment for cables, for plugs and socket outlets, for toys and luminaries. WICP keeps technology innovation and product upgrading, and is now capable of producing hundreds of various products in the following 4 product categories: electrical equipment safety & performance and the electrical parameter testing instruments, electrical accessories complete-set testing equipments, flammability testing equipment, intelligent Shipping’s Stern Shaft Rotational Velocity and Direction Monitors.
